Does Ghana compensate passengers for flight delays?

Generally, the GCAA Consumer Protection Directives provide assistance rights for delays — refreshments, communications and accommodation — but they do not establish the same automatic fixed cash compensation for a 3-hour arrival delay that EU261 does. Legal status of the 2019 GCAA Consumer Protection Directives

The thresholds in this guide come from the GCAA Consumer Protection Directives published in June 2019, which reference the former Civil Aviation Act 678. Ghana has since enacted the Civil Aviation Act 2024 (Act 1120). Nothing publicly available indicates these delay thresholds have been revised since — but verify with the GCAA (gcaa.com.gh) before relying on a specific figure.

What assistance must airlines provide after a delay in Ghana?

Domestic flights

After 1 hour: water must be provided.
After 2 hours: meals/refreshments plus the right to reimbursement or rerouting.
If the airport is closed at departure or arrival: hotel accommodation and transport, and from 2 hours onward, the full care package.

International flights

After 1 hour: water.
Between 2 and 6 hours: meals/refreshments plus two free phone calls, faxes or emails.
At 6 hours or more: hotel accommodation plus transport to and from it, in addition to meals and communications already owed.

What happens after 6 hours? Are passengers entitled to hotel accommodation?

Yes. On international flights, once the reasonably expected departure time reaches 6 hours after the originally announced time, the airline must provide hotel accommodation and transport to and from it. This is the highest tier of assistance under the Directives, and it applies regardless of the cause of the delay.

Is there automatic cash compensation for a 3-hour delay in Ghana?

No — this is the single biggest difference from EU261. Under EU261, the CJEU's Sturgeon ruling (2009) extended cash compensation (up to €600) to any delay of 3 hours or more at final destination. Ghana's GCAA Directives do not reflect an equivalent extension: a pure delay under Ghanaian rules triggers the care and assistance obligations described above, not a cash payment. Tarmac delay: what are your rights while still on the plane?

Water is always provided; refreshments after 2 hours; a meal after 4 hours. Passengers must be allowed to disembark once a tarmac delay exceeds 3 hours, unless the airline's own standard operating procedures specify a shorter limit.

Does this change if your delayed flight connects to Europe?

If your Ghana-departure flight is delayed and it's the first leg of a journey continuing into the EU, the Ghana GCAA rules govern that Ghana-departure segment. A separate question is whether the onward EU segment, or the trip as a whole if booked on a single ticket with an EU-licensed carrier, could bring EU261 into play.
