Does EU261 apply to flights from Ghana to Europe?
Not automatically. EU261 applies to a flight departing an EU/EEA/Swiss airport regardless of the airline's nationality, or to a flight arriving at an EU/EEA/Swiss airport on an EU-licensed carrier. A Ghana-departure flight to Europe is covered by EU261 only if it is operated by an EU-licensed airline; otherwise, Ghana's own GCAA framework applies to that departure. Each itinerary needs its own check, especially with connections.

Important: do not over-simplify EU261 as automatically covering every Ghana-Europe flight. This is one of the most common misconceptions passengers have.
Worked example: Accra to Paris
A flight departing Accra (ACC) for Paris (CDG):
- If operated by Air France, KLM, or another EU-licensed carrier — the arrival leg into the EU is on an EU-licensed airline, so EU261 can be relevant to the whole itinerary depending on how it was booked.
- If operated by a non-EU carrier flying direct Accra-Paris — EU261 does not automatically apply on departure from Ghana; Ghana's GCAA framework governs that flight instead.
- If routed via a European hub with a change of aircraft/carrier (e.g. Accra-Amsterdam on one airline, Amsterdam-Paris on another) — each segment needs its own check.

Which rules apply if my connecting flight is disrupted?
Whichever segment was actually disrupted, and which airline operated it, generally determines which framework you look to first. If your Accra-Amsterdam segment is delayed and causes you to miss an Amsterdam-Paris connection on the same ticket, the analysis can get more complex — this is exactly the kind of case where getting an individual assessment matters more than a general guide.
