Who is covered by Nigeria's passenger-rights framework?

This is broader than a simple "departs from Nigeria" rule: an inbound flight into Nigeria is covered regardless of which airline operates it, not only flights on Nigerian carriers. Part 19 binds any operating air carrier providing the transport, even one with no direct contract with the passenger, which it then performs on behalf of the carrier that does have that contract.

What happens if my flight is cancelled or I'm denied boarding in Nigeria?

Denied boarding gives an immediate right to compensation of at least 25% of the fare on a domestic flight or 30% on an international flight, plus a refund or rerouting, once the airline cannot find enough volunteers and denies boarding involuntarily.

Cancellation gives the same right to compensation, unless the airline can show one of the following:

Separately, if you are rerouted and still reach your final destination within 1 hour of the original scheduled arrival (domestic) or 3 hours (international), the airline may reduce the compensation otherwise due by 50%.

Does Nigeria compensate passengers for flight delays?

Yes, in some cases. This is a point often missed: Part 19 does tie a percentage compensation to delay alone, not only to cancellation and denied boarding. The exact trigger differs between domestic and international flights, and the airline must notify passengers of the reason for a delay within 30 minutes of the scheduled departure time.

What assistance and compensation apply after a delay in Nigeria?

Domestic flights: refreshments and communication facilities after 2 hours; reimbursement or rerouting after 3 hours; hotel accommodation and transport where the delay runs late into the night (after 10pm) or resumes very early (before 4am); once the delay becomes "lengthy" (expected departure more than 6 hours after the originally announced time), compensation of at least 25% of the fare applies, under Part 19 section 19.8.1.1(a), unless the airline proves extraordinary circumstances it could not have avoided.

International flights: between 2 and 4 hours of delay, compensation of at least 30% of the ticket price applies (section 19.8.1.1(b)), together with phone calls, SMS or emails; beyond 4 hours, a meal is added to the same communication rights; once the reasonably expected departure time is at least 6 hours after the originally announced time, hotel accommodation and transport are added on top.

How bad is the delay problem in practice?

NCAA's own August 2026 figures give a sense of scale: of 7,961 domestic flights operated that month, 4,765 were delayed (about 60%) and 36 were cancelled, with over 600 delays exceeding 2 hours. Air Peace and United Nigeria Airlines recorded the highest number of delays. Press coverage the same month also flagged airlines offering future-ticket discounts instead of the cash compensation Part 19 requires, and slow refund handling despite assurances given to passengers. It is a reminder to keep every written communication with the airline and to escalate to the NCAA in writing if a cash offer is refused or delayed.

How do I complain to the NCAA about an airline in Nigeria?

  1. Complain to the airline first, in writing, with your ticket, booking reference and a description of what happened.
  2. If unresolved, escalate to the NCAA's Consumer Protection Directorate via the Consumer Protection Portal or by email to cpd@ncaa.gov.ng, attaching your ticket, your written complaint to the airline, and any correspondence. Complaint forms are also available at airports.
  3. If still unresolved, you retain the right to pursue the matter in court. The NCAA has reported resolving around 70% of cases it handles, with 75% of resolved cases closed within 10 days.

Nigeria passenger rights vs EU261: what changes when your flight connects Nigeria and Europe?
