Royal Air Maroc delayed flight: your right to compensation

Royal Air Maroc (RAM) is Morocco's flag carrier and a major airline on Europe-Africa routes. It operates a Casablanca hub connecting Europe to West Africa, the Maghreb and increasingly the Americas. EC 261 applies for EU-departing flights.

When RAM is covered by EC 261

Morocco is NOT in the EU. EC 261 applies only:

• If the flight departs from an EU airport: Paris-Casablanca, Brussels-Casablanca, etc.
• If the single ticket starts in the EU and crosses Casablanca to a third destination (e.g. Paris-Casablanca-Dakar)

It does NOT apply:

• Casablanca → EU on RAM (non-EU departure)
• Casablanca → Dakar on RAM (no EU connection)
• Tickets bought as separate segments where only the non-EU leg is delayed

RAM Europe-Africa connections via Casablanca

Single tickets via Casablanca to onward destinations: this is where RAM is competitive. EC 261 applies on the total distance:

• Paris → Casablanca → Dakar: ≈4 200 km = €600 if delayed at Dakar 3h+
• Paris → Casablanca → Abidjan: ≈4 500 km = €600
• Brussels → Casablanca → Conakry: ≈4 500 km = €600
• Paris → Casablanca → Bamako: ≈4 000 km = €600
• Paris → Casablanca → Cotonou: ≈4 800 km = €600

RAM's typical defenses

• "Crew availability" — internal staff management, not extraordinary (Krüsemann ruling, 2018). Defeated.
• "Aircraft rotation delay from previous flight" — scheduling risk, not extraordinary (Sturgeon, 2009). Defeated.
• "Sandstorm in Marrakech / weather" — only valid if NOTAM-confirmed extraordinary event. Predictable sand winds in spring/summer = not extraordinary.
• "Technical issue" — Wallentin-Hermann: not extraordinary. Defeated.

Claim process against RAM

1. Online form: royalairmaroc.com → "Help" → Customer Relations
2. Documents: PNR (Air Maroc reservation), boarding pass, ID, IBAN
3. Wait 60-120 days: RAM is one of the slower airlines
4. If refused: escalate to French DGAC or Belgian DGTA. RAM has substantial European assets (route slots) and complies with enforcement orders.
5. Backup: court action in EU jurisdiction (often Brussels or Paris)

Special case: Tangier, Marrakech, Agadir, Fez direct flights

RAM operates seasonal direct flights to other Moroccan cities. Same EC 261 rules apply if departure is from EU:

• Paris → Marrakech: ≈2 000 km = €400
• Paris → Agadir: ≈2 200 km = €400
• Brussels → Tangier: ≈2 000 km = €400
